In the definition of service ceiling of a helicopter (ROC 100 ft/ min), what power is used.?

The doubt is whether the term service ceiling applies to usage of maximum continuous power or a higher power (like 30 minute rating) can be used. What is the official definition?In the definition of service ceiling of a helicopter (ROC 100 ft/ min), what power is used.?
Service ceiling, it seems obvious to me, is the ceiling at which it can operate, not the maximum at maximum power. Load the vehicle with fuel and what is considered its standard load, set the throttle to ';cruise'; or some determined percent and rise up and travel - that is the service ceiling which is not the one you can get to with maximum power and a light load.
